Transparent Information System
The information systems at the communes and wards include the Document Management and Administration System (VNPT-iOffice), the Administrative Procedure Settlement Information System, the Online Television System, the Provincial Data Integration and Sharing Platform (LGSP), and the Reporting Information System. These systems play an important role in supporting direction, administration, and service delivery to the public and businesses, meeting the requirements of administrative unit arrangement according to the new model. To ensure the systems operated effectively from day one, the Provincial Party Committee and the Provincial People's Committee recently directed departments, branches, and localities to focus on the synchronized implementation of digital transformation tasks associated with administrative unit arrangements. The Department of Science and Technology has been assigned to lead and coordinate with agencies and units to review, complete, and test key information systems serving local authorities at both levels. Accordingly, from the beginning of June 2025, the Department of Science and Technology coordinated with VNPT Lang Son to reconfigure the entire Document Management and Administration System (VNPT-iOffice) in accordance with the two-level government model. The units have initialized and assigned identification codes to 65 new communes and wards, re-established over 3,100 accounts for commune-level officials and civil servants, and established a common document flow and organizational components under each commune and ward's People's Committee. Agencies and units have reviewed and fully declared the administrative procedures and online public services of the province that were still lacking on the National Public Service Portal. They have tested and publicized all 846 administrative procedures on public services on the National Public Service Portal, ensuring that receiving documents via the portal does not change the professional processing procedures of specialized staff. At Thong Nhat commune, Mr. Hoang Van Thuan, Deputy Director of the Commune Public Administration Service Center, reported that on the first morning of operations, the Document Management and Administration System encountered some minor issues with sending and receiving documents. However, these were promptly addressed with direct support from VNPT technicians. By noon that same day, all administrative documents of the commune were fully delivered without interruption. To achieve this outcome, since the end of June 2026, nearly 1,200 new commune and ward officials and civil servants have been trained online on how to use the document management system, public services, and operations according to the new government model. The one-stop system in communes and wards has also been fully equipped with computers, printers, and high-speed internet connections, ensuring a minimum bandwidth of 600 Mbps for fast and stable online file processing. Additionally, the Online TV System has been tested for connectivity from the provincial bridge to all 65 commune-level bridge points, with stable audio and video quality, ensuring readiness for inter-provincial and commune-level meetings. Furthermore, the province's data integration and sharing platform (LGSP) has successfully connected with 44 central and local information systems and databases.

The province's reporting system has also been upgraded to suit the two-level model, removing district-level accounts and establishing accounts for 65 communes and wards, allowing reporting information to be sent online and synchronized with the Government's reporting system. Mr. Do Tran Anh, Deputy Director of VNPT Lang Son, noted that on the first day of implementing the two-level government model, there were several challenges, such as cadres and civil servants from communes and wards being unable to access the Document Management and Administration System (VNPT-iOffice) due to forgotten accounts or duplicate names; digital signatures containing incorrect information; and users being unfamiliar with the features of the new model's Document Management and Administration System (VNPT-iOffice). "We promptly provided guidance and solutions to ensure stable operations," he stated. Mr. Tran Huu Giang, Deputy Director of the Department of Science and Technology, reported that through monitoring on July 1, it was observed that important information systems supporting the operation of the two-level model in the province were functioning stably and demonstrating positive efficiency. The Department has established a 24/7 command center since June 26 to guide officials and civil servants of communes in deploying their assigned tasks. In the coming period, each commune will have two technical staff from VNPT providing direct support and guidance for resolving any issues arising during the operation process. Additionally, on July 2, the Department will create Zalo groups to facilitate communication and support for communes during the implementation of tasks related to the two-level government model. It can be asserted that from the first day of operating the two-level government model, the information systems functioned stably, demonstrating the thorough preparation, sense of responsibility, and determination of the province. Effectively operational information systems, with synchronized participation spanning from the province to the commune and ward levels, serve as a solid foundation for the government to better and more professionally serve the people. This represents a significant step toward building a modern electronic government that better meets the needs of both the residents and businesses.
